The A59 was the Netherlands' first public-private partnership contract for road infrastructure. It is also BAM PPP's first project to complete the lifecycle of the concession and be returned successfully to the client.
The government (Province of North Brabant) executed the reconstruction of the N59 as a public-private partnership which would enable the A59 motorway to be completed five years earlier and for a cost of up to 14% less compared to traditional tendering.
SPV General Manager, Maarten van der Bent, outlined the background to the project.
"The A59 project involved the design, construction, pre-financing, and maintenance of approximately 9 km of a 2x2-lane motorway with five split level crossings (including four intersections). The consortium was also responsible for project management, including obtaining permits, traffic management, and communications.
"The structural works included viaducts, sunken aspects and tunnels, sound barriers, road furniture, ground sanitation, and planting areas. The reconstruction works were undertaken with normal traffic conditions, with the circulation of traffic guaranteed by the consortium."
Boskalis was responsible for the groundwork, sanitation, and facilities for the groundwater protection area. BAM Wegen was responsible for the road surface, noise reduction screens, landscaping, and traffic measures. Fluor Infrastructure B.V. was responsible for project management.
In March 2006, the A59 project received the European Construction Industry (ECI) ACTIVE Project of the Year Award with the jury praising a number of features, including the project’s safety record, its cost reduction compared with traditional tendering, and its excellent community relations and traffic management.
In December 2020, the project reached the end of the concession period and was successfully handed back to the client, Rijkswaterstaat, who are now responsible for management and maintenance of the road - you can read about it here.
